Rural drinking water safety is related to the health and well-being of the majority of village residents. The Tongren Rural Drinking Water Management Regulations (hereinafter referred to as the `` Regulations '') were adopted by the 19th meeting of the Standing Committee of the Second People's Congress of Tongren on June 27, 2019, and passed by Guizhou Province on August 1, 2019. The eleventh meeting of the Standing Committee of the Thirteenth People's Congress approved the city's first comprehensive local regulation on drinking water management in rural areas.


The regulations are divided into five chapters and 33 in total.They are oriented towards the practical solution of outstanding problems, clearly aiming to ensure the safety of drinking water for rural residents, rationalize the existing management system, strengthen the protection of water sources, regulate operation management, and clarify supervision (inspection). The main body of the test is to strictly set legal responsibilities. The "Regulations" are based on the reality of this city, and many articles reflect the characteristics of Tongren. The regulations will come into effect on January 1, 2020.

Tailored to highlight local features

The protection of rural drinking water is a systematic project. It cannot be done in one battle, and it takes a long time to contribute. In addition to the safety of rural drinking water, which is related to the health and well-being of the majority of village residents, it is the most basic content of the "two worries" to fight poverty. The "Regulations" is the "assembly number" that sounds the protection of rural drinking water in our city.

The Regulations point out that the county-level people's government should implement a directory management of rural drinking water sources, and publish the names of drinking water sources and their protection scope, and select water sources in accordance with the principles of sufficient water quantity, good water quality, convenient water extraction, and controllable risks And delimit the protection scope of the water source.


In order to strengthen the protection of water source areas, the "Regulations" also stipulated that boundary markers, boundary stakes and warning signs should be set up at the boundaries of water source protection areas. Isolation and protection facilities should be set up according to the needs of protection. Within the protection scope of rural drinking water sources, it is prohibited to build or expand livestock pens, toilets, septic tanks, garbage ponds, etc.

The promulgation of the "Regulations" clearly spread the selection and prohibition of water source areas, reflecting the city's high standards and strict requirements for rural drinking water measures, making rural drinking water more assured and quality fully guaranteed.

Order prohibits clear legal liability

Formulate strict standards, establish a strict law enforcement system, adopt strict remediation methods and punishment measures ... From the content point of view, many provisions of the "Regulations" are quite "deterrent".

The Regulations set specific administrative penalties for acts that pollute or damage water sources, water supply facilities, and theft of drinking water within the scope of protection of the water source areas.For cases involving violations of laws in villages that are beyond the reach of county-level water administration departments, The Regulations clearly entrust the implementation of township-level people's governments.


In order to make the Regulations operable, executable, and accountable, the Regulations violate the unspecified protection scope of rural drinking water sources, and have not been established for municipal, county, and township-level people's governments and relevant competent departments and their staff. Boundary markers, boundary pillars, warning signs; no supervision and guidance to the management subject; no regulations on rural drinking water inspections and other regulations that have not yet constituted a crime, and those who are directly responsible and other directly responsible persons shall be held accountable according to law.

Implementing the Regulations

In order to ensure the smooth implementation of the Regulations, promote the normal operation of rural drinking water projects, and achieve the expected goals, all districts, counties and relevant departments in our city will work in the following areas, using actual measures as "standard", Detailed implementation of the "Regulations."

In terms of operation mode, the villagers' self-management and corporate management modes are adopted, which are respectively guided by the township government and county water supervision, so as to set the responsibilities of the management body, stipulate the obligations of water users, and solve the "reconstruction light pipe" and duties of rural drinking water. The problems of unclearness and lack of management ensure the continuous and effective operation of rural drinking water projects.


In terms of maintenance of water supply facilities, closed-door management regulations for rural drinking water reservoirs, sedimentation tanks, and pumping stations, and vigorously organize learning, strengthen regulations and publicity, pay attention to education and guide the good atmosphere of the ground and underground water supply facilities.

In terms of water quality testing, the county-level people's government integrates the water quality supervision (inspection) measurement resources of the water administration, health, and ecological environment authorities, and applies a big data platform to establish a rural drinking water quality supervision of resource sharing and data sharing ( Inspection) testing mechanism. In addition, the water administrative department is responsible for the detection of rural drinking water quality.
